Paresh Patel's son Jai died with his mum in the fire in Liverpool in May 2014.
Janma Joshi, Jai's mum, had failed to return him to his dad, who had custody.
He's now launched a petition calling for all court orders to include powers for a child to be removed by authorities if needed.
He wants an "enforceability paragraph" added to all court orders which would give police and social services extra tools to safeguard children.
