The Change.org petition calls the idea “a horrible display of crass insensitivity”.
Former DSI with Lancashire Police, Mick Gradwell, was the senior investigating officer at the time of the tragedy.
He says he's been assured it will be a "moving and emotive piece" and will "raise awareness of the many issues that affected the incident".
