They were reported yesterday evening by a member of the public who was travelling on Ireby Road in Burton in Lonsdale.
In a statement, North Yorkshire Police said: "The local neighbourhood policing team are currently making enquiries to establish the full circumstances around this incident.
"Anyone with information is asked to contact North Yorkshire Police on 101 and quote reference number 12210207942."
