Gloucestershire County Council apologises for delays in parking scheme
They've apologised to residents living in the parking zone 15 in Cheltenham for the delays and problems with the scheme

Gloucestershire County Council has apologised to 'frustrated' residents living in the Zone 15 parking area in Cheltenham.
They say it follows 'delays and problems' in implementing a new parking scheme in the area, saying they're 'grateful to all residents', who highlighted the issues with the local authority - something they have promised will be resolved 'across the entire zone' by the start of next month.
From 15 December, the council will be enforcing the entire scheme by issuing penalty fines across the zone, whilst the 10 roads that were in the old parking zone have and will continue to be enforced as normal.
Following the disruption caused to residents in Zone 15, the council say they will be extending all annual permits purchased before December 2023 to expire in December 2024.
This includes all of those on roads that have already started to have been enforced, or were previously in the old parking zone.
In a message to reassure residents, the local authority says anyone who receives a specific future enforcement date before the new enforcement date can disregard these - and from December 15, these roads will start to be fully enforced.
Four of the new roads have already had enforcement, but this will now stop until the rest of the scheme goes live on December 15 too - although any fined issued for parking on double yellow lines will not be refunded.
The council also say they will be reviewing their policy on both the 50-visitor permit cap for households and the 2 permits per business cap, after receiving feedback from locals and businesses.
Between December 24 and January 1, the council has confirmed that Zone 15 will also not be enforced, in a bid to 'alleviate some residents’ concerns about visitors over the festive season'.
The local authority says the enforcement scheme will make a positive impact to residents, though.
In a statement, they said: "We remain confident that once this scheme is up and running it will make the lives of residents much easier, by helping them find parking close to home and ensuring parking is not displaced neighbouring streets.
"However, we are committed to reviewing the scheme in autumn next year.
"Those who bought a pay monthly permit will also be credited for those months purchased before December 2023, whilst any visitor vouchers used up to December 2023 will also be recredited.
"Meanwhile, if you have any further issues, please report them to our team at parking@gloucestershire.gov.uk."
