People in Southend, Essex are encouraged to give feedback on taxi and private car hire standards as they get reviewed.

Southend council has drafted a new policy to reduce vehicle emissions, better driver checks, and accessibility.

The new draft Taxi and Private Hire Licensing Policy brings together all licensing guidance into one clearer, updated policy.

It sets out the expectations for drivers, vehicles, and operators to help ensure safe, clean and accessible journeys for everyone.

People in Southend are encouraged to fill in the consultation until mid-September.

The consultation covers both Hackney Carriage and private hire licensing in Southend-on-Sea.

It includes:

  • Updated standards for driver behaviour, appearance and vehicle standards
  • Encouraging EV and hybrid vehicles
  • New guidance to encourage more wheelchair-accessible vehicles
  • Clearer rules for operators and local booking offices

The Council licenses around 500 drivers and vehicles locally.

Cllr Martin Terry, cabinet member for community safety and regulatory services, said “We want residents and visitors to feel safe, respected and confident when using local taxi services."

"This policy update helps raise standards and make our expectations clearer for drivers, operators and customers alike.

“Whether you’re a resident, business owner or driver, your feedback matters. Please take a few minutes to have your say.”

You can read the draft policy and take part in the consultation by visiting: Southend Taxi Licensing Policy 2025 – Public Consultation.
