An 18th century former block of flats, which has become a magnet for vandalism and anti-social behaviour, should be converted into a “much-needed” community centre with a cafe, residents have said.

Castle Point Borough Council is proposing to convert Solby House in Hadleigh to bring it back into use for the community.

The site was used by the council for housing until 2013 but is now “unsuitable” for housing . A new use must be found for the site, according to the council.

The authority will be applying to the Government for a change of use for the site. Purchased by the former Benfleet Urban District Council in 1936, it has been used over the decades as accommodation for elderly residents and, more recently, as temporary housing. The site is part of John Burrows Park and is located to the south of the popular park.

Father of two, Tim Browne, 34, from Hadleigh, said: “The town is crying out for a community centre, with a cafe. It would make a huge difference to the town and park too.

"We need more spaces and places for community groups, it can also give young people somewhere to go and something to do as well.

“Everyone always says we need something like this and Solby House is perfect for it. I really hope the council does go ahead with this as it’s what residents and the public are calling for.

"Lots of people have told me the same thing. I also think looking at old buildings and sites which are no longer in use needs to be done much more. It saves destroying open, green space for development.”

The house was built around the mid to late 1750 by enterprising merchant William Solby, according to Hadleigh and Thundersley Community Archive. The council says the site, which has also been subject to noise and disturbance concerns, particularly on weekends, could be used for classrooms, a local museum, or a community centre.

"The council also says, this transformation is part of the Council’s “commitment to improving leisure facilities and making Castle Point’s parks more welcoming and functional for everyone.”

Rob Lillis, councillor responsible for health, wellbeing and housing said: “Solby House has a proud history in Hadleigh and this decision ensures it will continue to serve our community.

"By repurposing the building, we could provide facilities that enhance the park such as a café, toilets, or spaces for clubs, school visits, and community groups.”
