New library for Shenfield

The green light's been given for a new energy efficient library in Shenfield.

Essex County Council's approved the demolition of the existing building to make way for a modern one and public garden.

Cabinet Members also approved plans to make improvements to the Bishops Hill Adult Community Learning Centre to create a temporary library space during the redevelopment of the library site.

Councillor Lesley Wagland, Cabinet Member for Economic Renewal, Infrastructure and Planning said:

“I am delighted formal approval has been given for this exciting scheme that will see a new modern library for Shenfield, quality housing in a sustainable location as well as a new commercial facility and public garden.”

“As we press ahead with the creation of the temporary library at Bishops Hill Adult Community Learning Centre and then demolition and construction of the new library, we are committed to keeping the local community informed about what to expect throughout the project.”

Councillor Louise McKinlay, Deputy Leader and Cabinet Member for Community, Equality, Partnerships and Performance said:

“Shenfield Library is a much valued local community facility and the development will ensure that the building is improved, providing a modern, bright, and enhanced space for local residents to use. I am grateful that so many people, groups and organisations gave their views on the design of the new library, which have shaped the final plans.”

Shenfield Library will relocate to Bishops Hill Adult Community Learning Centre before demolition begins at the original building in spring 2022. Construction work will begin shortly after the demolition of the old building and the new library will be completed by autumn 2023.

The redevelopment of the library will deliver a range of public benefits including:

A new, modern, energy efficient library and meeting room with more floorspace than the current facilities.

A new public garden and outdoor learning and activity space

A flexible commercial space designed to host a business use complementary to the library.

The new library will be funded by the development of nine high-quality apartments above the library in a three-storey building, and so will be delivered at no cost to taxpayers.
