Essex County Fire and Rescue service has issued a prohibition notice on a privately-owned property located at Hamlin House in Colchester, deeming it unsafe for residents due to multiple deficiencies in fire safety measures.

The property, which primarily housed students from the University of Essex, was inspected on Monday under the fire safety order. During the inspection, numerous violations were discovered that posed a significant risk to the lives of the building's occupants. Consequently, the Fire and Rescue service had no choice but to prohibit anyone from staying or living in the premises until the safety concerns are adequately addressed.

Speaking on behalf of the Essex County Fire and Rescue service, Jim Palmer expressed regret over the situation but emphasized the importance of prioritizing the safety of the residents. "The main issues we found at the building here were in the event of a fire," Palmer stated. "The fire would spread very quickly and uncontrollably throughout the building, which would mean that people that were in the building, their lives were at risk."

Acknowledging the collaborative efforts between the University of Essex, Colchester Council, and the Fire and Rescue service, Palmer commended their swift action in ensuring that temporary accommodation is provided for those affected. The University of Essex and Colchester Council worked closely with the authorities to arrange suitable alternative living arrangements for the displaced residents.

The focus now shifts towards rectifying the safety issues at Hamlin House. Colchester Council, in collaboration with the responsible person and the Essex County Fire and Rescue service, will be working diligently to make the building safe again. Only when all necessary safety measures have been implemented will residents be allowed to return to the property.

Palmer urged other building owners who might have concerns about their own properties to seek guidance and advice from the Essex County Fire and Rescue Service's business safety resources. The service offers a wealth of information to assist property owners in ensuring the safety of their buildings.
