Man prosecuted after household waste dumped on road-side in Hornsea

Residents reminded they are responsible for disposing of their own waste properly and legally

A man from Hull has been ordered to pay a total of £2,150.44 for fly-tipping household waste in Hornsea.

Alex Parker of Frome Road, Hull, dumped rubbish on the verge of a country lane, Southorpe Road, in Hornsea, in February this year.

Parker admitted to a charge of illegally disposing of waste when he appeared before Beverley magistrates on Wednesday 11 September.

He was fined £1,083 and was ordered to pay £634.44 costs and a £433 victim surcharge.

The court heard that household waste dumped at the side of Southorpe Road in Hornsea was reported to East Riding of Yorkshire Council’s streetscene enforcement team on 19 February.

Officers from the team investigated and evidence found at the scene led them to Parker.

The team was told that, on this occasion, Parker had placed excess rubbish in the bin of one of his neighbours.

However that made the neighbour’s bin too full, and the waste wasn’t collected.

Parker then agreed to take the waste to his place of work to be disposed of. But instead, he dumped it in Southorpe Road.

When contacted by the council, Parker didn’t respond, so the case was taken to court.

Residents are responsible for disposing of their own waste properly and legally by using household wheelie bins provided or by taking larger items of waste to their local household waste recycling site.

Carl Skelton, director of streetscene services at East Riding of Yorkshire Council, said: “There are plenty of waste services provided and there is no reason to fly-tip rubbish anywhere, it’s just not acceptable.

“Thanks to the public for continuing to let us know about incidents like this. We investigate all fly-tipping reported to us and always take action when we can.”

Anyone caught fly-tipping in the East Riding could be ordered to pay a fixed penalty of up to £1,000 or the case could be taken to court, where they face an unlimited fine or even imprisonment.
