There are fears more children in East Yorkshire and Northern Lincolnshire are getting their hands on vapes.
It comes as the Government has ruled out raising the minimum age for the sale of cigarettes from 18 as part of efforts to make the nation smoke free.
The issue has been causing problems for some shopkeepers.
I've been assaulted by kids in the past, hit and punched
We spoke to Alan Miller who manages an e cigarette shop in Hull.
He told us: " It's not just a problem of them coming in , it's coming in and causing trouble and taking stuff."
"When there's a few of them there's not a lot you can do, I've been assaulted by a couple of kids in the past, I've been hit, punched when I'm working by myself."
"You'll get some days where you have to turn away four or five groups."
Some kids are coming in and stealing
"Half the time you tell them to leave - sorry you have to be 18 - they will leave, a lot of them."
"But the major issue is when there's gangs of them - 6 or 7 people."
"I think parents really need to try and play their part as well and discipline the kids a lot more - obviously within reason of course."
"In general there's not a lot we can do to stop them from coming into the shop."
"Yes we can not serve them - we do that anyway but I've had kids coming in and stealing."
