Speed cameras lead to 45% drop in serious crashes on Cornwall’s A38

Fatal or serious collisions reduced after average-speed scheme launch

Speed cameras have been linked to a significant reduction in fatal and serious collisions on the A38 between Dobwalls and Bodmin in Cornwall, according to long-term data.

The average speed camera scheme, installed in 2020, led to a 45% decrease in serious collisions over a five-year period. Prior to the cameras, this stretch of road recorded 22 fatal or serious crashes between 2015 and 2019. Post-installation, the figure dropped to 12 between June 2020 and May 2025.

The scheme was carried out by National Highways in collaboration with Devon & Cornwall Police, Cornwall Council, and the Vision Zero South West road safety partnership, which aims to halve deaths and serious injuries on local roads by 2030.

Speed cameras saving lives

Adrian Leisk, Head of Road Safety for Devon & Cornwall Police, praised the effectiveness of speed cameras, saying: “We understand that speed cameras may not be popular with everyone, but this data is proof that they save lives.

“These figures demonstrate a dramatic and sustained drop in collisions on what was once a very challenging section of road.”

The scheme also saw compliance rates exceed 99%, showing positive changes in driver behaviour.

Year-on-year improvements

Data for Devon and Cornwall also shows a steady decline in road fatalities and serious injuries over the past three years. Vision Zero South West continues to work on innovative projects, including AI-based prevention measures, post-collision research, and educational programmes targeting future road users.

Jack Mason, National Highways’ South West Road Safety Manager, highlighted ongoing safety measures elsewhere on the A38 with a newer speed camera scheme installed between Carkeel and Trerulefoot roundabouts in 2023.

He said, “We’ll continue to monitor the safety and performance of routes and make future interventions where needed, ensuring safer journeys for the travelling public.”
