Police shocked as driver makes cup of tea behind the wheel

Motorway police have been sharing their disbelief after pulling a car over on the M62.
An officer first stopped the vehicle thinking the driver was using a mobile phone behind the wheel, but on closer inspection realised they were actually halfway through making a cup of tea.
A Traffic Offence Report was issued.
