Everyone has the right to be safe and secure, and to live free from fear or harassment.

After whistling the theme tune to Bob the Builder at a neighbour, a man from Bedfordshire has been given a police record.

It follows previous incidents directed at the neighbours partner.

Bedfordshire police provided the following information:

"A hate incident is defined as one that is perceived by the victim, or another person, as being motivated by prejudice or hate.

"The incident referred to was recorded as a hate incident, as it followed on from previous incidents, directed at the complainant’s partner, who is of BAME heritage.

"This particular incident was dealt with by officers giving words of advice to the man about his behaviour, and would not result in a criminal record."
