MSPs to vote on law increasing rent controls in Scotland
There are almost 400 amendments to the Scottish Government's Housing Bill.
Limiting rent increases, making it easier for tenants to keep pets and more protection against damp and mould in homes across Scotland.
MSPs are set for a marathon session at Holyrood as they vote on nearly 400 amendments to the Scottish Government's Housing Bill.
Tenants unions are unhappy after the government decided to exempt mid-market rent and build to let homes.
Lily Brown lives in Glasgow and fought with her landlord for 6 months to get dry rot in her flat repaired earlier this year.
She said Forth 1: "I am facing a period of unemployment so it meant that I had to do a lot of applications for jobs and interviews in my bedroom away from the room with good Wi-Fi.
"Leaking from the roof has created dry rot on the floors and around the windows.
"Tenants should have the right to withhold rent if repairs are not initiated within a timely fashion."
But the Bill has been criticised for slowly watering down its flagship rent controls, by allowing for rents to be increased by inflation plus one percentage point.
Speaking ahead of the stage three proceedings, Housing Secretary Mairi McAllan said: "We have the opportunity to create a gold standard homelessness system in Scotland by passing the Housing Bill.
"We already have some of the strongest homeless rights in the world. However, this legislation will go even further to protect and support people threatened with homelessness."
But landlords are warning it could force them to sell up for good.
John Blackwood from the Scottish Association of Landlords welcomes the move - but is still concerned: "It could frighten off investors, we are already seeing that happen in Scotland and rents could go up.
"We're starting to find landlord registration figures decrease and over 700 have left the register in the last few months alone."
