It comes after the team were crowned champions following a 3-1 win over Brechin City in the final game of the month.
They played five games in March, winning four and drawing the other one. That extended their unbeaten league run to nine league games before Saturday's 1-0 win over Albion Rovers.
This is Johnston's second accolade this term, after winning it back in December, and El Bakhtaoui scored six goals last month.
