WATCH: Edinburgh's 20 limits cut average speed by just 1.3mph
The city council insists the scheme is a success & has public support.

The average speed of vehicles in Edinburgh's 20 zones has been cut by an average of just 1.34mph since the start of their rolled out across most of the city.
That's according to monitoring which has taken place at 66 locations.
A study also says the project has cost £2.96m and less than 100 fines have been issued to speeding drivers in the zones since they came in three years ago.
But transport convener Lesley Macinnes defended the scheme saying it's having a "real impact on the safety and wellbeing of people in Edinburgh."
She told Forth News there is widespread public support and more zones are being considered.
Research suggests there has been a "substantial reduction" in road traffic collisions but more data is needed before the fall can be firmly attributed to the lower speed limit.
Lib Dem Councillor Kevin Lang questioned the amount of enforcement.
He said: "I certainly wouldn't have relied on cardboard cutouts of police at street corners to try and enforce this.
"It's clear that there is going to need to be a much bigger reliance on real police officers with real speed cameras, it is important to look at traffic calming measures in particular."
