Staggies striker Alex Schalk fired the visitors ahead in the 18th minute, and County should have been further in front at the interval with the Dutchman missing a couple of other chances.
However, the Light Blues smartened up after the break and skipper Lee Wallace levelled in the 71st minute.
Rangers have scored 32 goals in 24 Premiership matches and their goal difference of plus six left them behind Aberdeen, who have a difference of 20 and a game in hand.
"I have been told 15 corners to one and 24 attempts on goal and we only scored one goal,'' said Gers boss Warburton.
"We had chances from both flanks, cut backs to near post and far post, countless free-kicks with three or four over the bar. Now we have to look at that.
"The first 15 minutes was good. It was a very poor goal to give away and the result of that was for 15 minutes we were poor and gave them a couple of sniffs.
"We finished the half strongly but at half-time we were 1-0 down at Ibrox and we had to have a reaction to it, and we did.''
Asked about some fans booing at the end, the former Brentford boss said: "They expect Rangers to win at home.
"I thought the support were generally good in the second half. I don't think they can accuse the players of not giving everything in the second half, it was wave after wave going forward.
"I think Wes Foderingham had one save to make from a free-kick in the 92nd minute, that was his contribution in the second half.
"From that side of it the supporters were very good. They are going to boo, they expect Rangers to win at home.''
Staggies boss Jim McIntyre was happy with his side's response to defeats by Motherwell and Kilmarnock.
However, he knew his side could have left Govan with all three points, although he refused to be critical of Dutch striker Schalk.
He said: "I was very pleased obviously, coming off the back of two sore results against teams round about us.
It's never easy coming here. I thought we started on the front foot, put Rangers under pressure and got the crowd a bit nervous.
"We obviously scored a good goal and the only criticism is we should've taken another couple of the chances we created.
"Alex had two great chances but just didn't sort his feet out quick enough, but it was great play to get into that position.
"You are thinking he's going to stick that away but I think he kicks it off one (foot) on to another. He said his left foot slipped from under him and it is what it is.
"I thought the wee man did really well. His finish for the goal was fantastic because when he takes his touch Wes Foderingham is on him quick, so to lift it over him and put it away like that was a great finish.
"In the second half we knew we were going to have to weather the storm.
"We knew they were going to come at us and we had our goalkeeper, Scott Fox, to thank for some good saves at times and we've defended quite well at times as well.
"From that side of it we certainly deserved a point.''
