The Caley Jags boss demanded more passion and aggression from his side and they delivered, with Greg Tansey's deflected shot appearing to put the hosts on the way to three points.
However, Alex Schalk's goal five minutes from time stole a point for County to secure a 1-1 draw, something that was hard to take for Foran given the effort his players put into the game.
Caley Thistle had been in control for most of the second half but the visitors refused to fade, with Schalk firing into the top corner to earn a draw.
Foran could not find fault with his players, though.
It was just what we asked for,'' he said.
I tried to get more passion out of the players and I got that. More commitment, more pressing, more energy.
Henri Anier was outstanding and Ross Draper drove us forward. Those two were the standouts.
The second half performance we dominated for half an hour. We scored, gained momentum and had a great 10-minute spell. If we got another goal we would have won comfortably. But they have that goal threat and the bit of quality.

His Ross County counterpart Jim McIntyre felt his side merited at least a point out of the game and was disappointed not to receive a penalty for a foul on Schalk.
I think we deserved our point. In the first half I thought we were the better side without actually creating any real, clear cut chances,'' he said.
We had a couple across the face of goal we felt we should have been on the end of.
We felt it was a definite penalty kick on Alex Schalk from the corner kick. Raven's gone through the back of him, so that was disappointing we never got that.''
