Glasgow City Council have been asked to consider the application which would see a rooftop park covering large parts of Charring Cross and would stretch as far as Sauchiehall Street and St Vincent Street.
A final decision on the project will not take place until the summer of 2018, however, work to make the project possible could start as soon as spring this year.
Proposals to remove the M8 barrier and make the West End and City Centre more accessible come as part of the Sauchiehall Garnethill Regeneration framework.
Traffic modelling is already set to take place throughout the area in the coming months, with the council investigating how to best deal with congestion in the city centre.
Keppie Design first came up with the concept, catching the eye of city officials.
The Glasgow design firm recently worked with an organisation that transformed derelict areas of New York, covering old railway tracks with gardens.
David Ross, Keppie’s Design Director, said: “We were keen to promote similar ideas of a connected urban public space in the city, particularly where the city might ‘reclaim’ bifurcated land, or spaces otherwise lost to the cut of necessary infrastructure".
“Taking inspiration from the Garden Festival in 1988, Ross is convinced a greener Glasgow is the way forward.
“We feel really strongly about such a coherent vision. 30 years ago the Garden Festival changed our expectations for the city, and the pebble dropped by the administration then has ripples which are still being felt today, so perhaps we now need another pebble creating a stronger series of ripples”.
