The 22-year-old is expected to appear in court tomorrow over the incident, which is alleged to have happened at the festival's campsite.
Police said a report will be submitted to the procurator fiscal and the man is due to appear at Perth Sheriff Court.
It is understood it follows the circulation of a video on social media showing an alleged incident taking place over the weekend.
The three-day event took place at the Strathallan Castle estate in Perthshire for the first time.
