The 20-year-old is being detained in police custody over the alleged serious sexual assault of a 34-year-old woman in Cadogan Street at about 5am on Friday.
Police had stepped up patrols around the city centre over the weekend to provide reassurance to members of the public.
A report will be sent to the procurator fiscal.
