The pair will be named in Alex McLeish's squad for the upcoming friendly internationals against Peru and Mexico.
Morgan has netted 19 goals this season for Scotland Under-21s and St Mirren and earned himself a January move to Celtic before being immediately loaned back to the Paisley side.
The 21-year-old helped St Mirren to an emphatic Ladbrokes Championship title triumph and has been assured he will be part of Brendan Rodgers' plans in pre-season.
Stevenson has won his first call-up at the age of 30 after consistent performances at left-back for Hibernian.
The former midfielder has strong competition for his place with Andy Robertson, Kieran Tierney and Barry Douglas all in McLeish's first squad but the former will be in Champions League final action for Liverpool and miss the trip.
Scotland face Peru in Lima on May 29 before a game in Mexico City on June 2.
McLeish has been holding talks with club bosses in recent weeks with some players who will benefit from a rest likely to be excused from the trip
