Officers searched a property in Scotland Street, Glasgow, at around 8pm yesterday and made the discovery.
The plants were said to have an estimated street value of ÂŁ280,000.
A 45-year-old man and a 15-year-old boy were arrested in connection with the find and a report is to be sent to the procurator fiscal.
The 45-year-old is expected to appear at Glasgow Sheriff Court next week.
