The Sky Bet League One outfit have confirmed they have accepted an undisclosed fee for the 24-year-old winger, who has signed an initial six-month deal.
Forrester has worked with Gers boss Mark Warburton before at both Watford and Brentford but has been allowed to leave the Keepmoat Stadium after dropping out of Rovers boss Darren Ferguson's plans.
The former Aston Villa youngster - who once knocked back a move to Dutch giants Ajax - has previous experience of playing in Scotland following an eight-game loan stint with Kilmarnock in 2010.
He tweeted: "Absolutely delighted to sign a deal with @RangersFC can't wait to put on the famous blue jersey. Thanks for all the welcoming messages.''
Warburton - speaking before the deal had been confirmed - revealed his high hopes for his new addition, who will sign officially on New Year's Day.
He told Sky Sports News: "I know Harry very well, I know him from Watford. We are working with Doncaster, who are being tremendous with us in that respect.
"He has the quality on the pitch, that is very evident. Off the pitch he's a good lad and gets on well with the boys in the dressing room. He will add some quality to our squad.''
However, Forrester will have to wait to make his debut as the Championship fixture at Dumbarton is set to come before he receives international clearance.
In a statement on their website, Rovers said: "Doncaster Rovers can confirm that Harry Forrester has joined Scottish Championship side Glasgow Rangers for an undisclosed fee.
"The club would like to thank Harry for his efforts in his time here and wish him and Rangers all the best in their promotion push.''
