Several people called 999 after spotting the blaze on the ninth floor of the Blythswood Court flats in Glasgow shortly after 7.30pm on Friday.
Two people trapped in the multi-storey block were assisted to safety by firefighters and operations control staff who offered telephone guidance to the trapped residents.
At the height of the blaze 25 firefighters were involved, evacuating the ninth floor and the floors above, which were affected by smoke.
The fire was extinguished within half an hour.
Seven casualties suffering from smoke inhalation were treated at the scene by the ambulance service and did not require to go to hospital.
Scottish Fire and Rescue Service group manager Richard Duncan said the firefighters were continuing "salvage'' operations at the site.
